For most of the last century, national power was counted in steel, oil, and warheads. In this one it runs on the technologies of money, speech, and compute, the rails beneath economic life and public argument, and now intelligence itself.
If we get this right, America compounds a generational advantage; get it wrong and we cede the century to surveillance, capture, and rivals who have already chosen control.
Who gets access to the most capable systems, and on whose authority?
Does the enormous build-out of energy and compute we need to outpace China become an engine of broad competition, or a set of chokepoints a few firms and agencies can throttle?
Can frontier capability stay open and lawful without being surrendered either to a handful of incumbents or to the most dangerous people online?
